Developments in the overseas investigation

Overseas developments Wednesday related to the Sept. 11 terrorist attacks:

– In Germany, authorities were investigating whether the white powder found in an envelope bearing a potentially threatening message was a dangerous chemical or biological substance.

– In Spain, U.S. authorities asked Spanish and other European police forces via Interpol to look for eight suspected terrorists linked to Osama bin Laden. It was not clear if the eight are among the 22 suspected terrorists in a new list that President Bush unveiled.

– In Kuwait, officials said Sulaiman Abu Ghaith, the man who has emerged as Osama bin Laden's spokesman, was involved in the Sept. 11 terror attacks and would be stripped of his Kuwaiti citizenship.

– In Italy, police arrested two men in a crackdown on alleged militants linked to Osama bin Laden's network. The Italian raids were a joint operation with German authorities who arrested a third man.

– In Britain, police were investigating a threat to assassinate Prime Minister Tony Blair attributed to a British-based Islamic group, but the organization's leader said the remarks had been misinterpreted.

– In the Netherlands, war crimes investigators turned over to the United States information about international terrorist groups operating in the former Yugoslavia.

– In Saudi Arabia, authorities intensified efforts to monitor business deals and financial transactions as part of efforts to cut off terrorists' funds, a state-run newspaper reported.
