Senate approves $15 billion in airline relief

WASHINGTON — The Senate overwhelmingly passed a $15 billion relief package for the airline industry Friday as Congress moved on the second installment of massive financial aid to help those hardest hit by last week's terrorist attacks.

The House was voting later in the evening on the airline bill, which includes $5 billion in immediate aid and $10 billion in loan guarantees. The Senate vote was 96-1, with Sen. Peter Fitzgerald, R-Ill., casting the only dissenting vote.

Congress was moving with a sense of urgency amid reports airlines were suffering growing losses and laying off tens of thousands of workers following the Sept. 11 events when terrorists hijacked jetliners and crashed them into the World Trade Center and the Pentagon.

``We are looking at a situation where the airline industry, which is a critical element in our economy, is right on the verge'' of economic collapse, said Sen. Christopher Bond, R-Mo.

The legislation, which is supported by the administration, also provides airlines, hit by soaring insurance premiums since the attacks, with some liability protections and authorizes $120 million to help ensure that small communities don't lose their air service.

It states that airline executives who seek government assistance may not receive salary increases over the next two years if their current salaries are above $300,000.

``We're at a very clear, obvious, arithmetically inevitable point in time where we have to say to the aviation industry of the United States, and more importantly to the American people, that there are going to be planes flying on Monday,'' said Sen. Jay Rockefeller, D-W.Va.

The airline package was written a week after Congress, again acting with unusual speed and unity, passed a $40 billion emergency spending bill to help the victims of the Sept. 11 attacks and contribute to recovery and security improvement efforts.
